UKFSSART Working Group - Corporate Image

Following the setting up of the working groups last year, the above group has met on three occasions and has now agreed a set of recommendations to be put to the steering group. The terms of reference the group decided upon were basically to investigate and make recommendations on the following;

· The design and colour of the 'corporate uniform'.

· Make recommendations on the design and colour of the 'corporate' working rig.

· Make recommendations on other safety clothing matters.

Following detailed investigations it was determined that there is no definitive official guidance on the colour or type of PPE for S&R Teams. A member of INSARAG advised us that many other S&R Teams utilise the Civil Defence colours of orange and blue. The advice was also to shy away from colours too akin to military or Police riot response units as these are likely to draw 'friendly fire' as he experienced in Jakarta during the Indonesian Forest Fires.

Orange is used by such teams as the Swedes, Swiss, Japanese etc. and has high visibility properties, which is paramount for safety and links us with other S&R organisations. The reported comments regarding red attracting insects does not appear to be correct. It is agreed that yellow attracts certain insects and should be avoided. However, the advice given from the Hospital for Communicable Diseases prior to sending teams to Mozambique was to avoid DARK colours as these attracted mosquitoes.

The recommendations of the group are as follows;

Corporate Image - Working Rig

Areas of Consideration;

· Freedom of movement and comfortable to wear.

· Ventilation for use in confined spaces and hot climates.

· Fire retardant fabric, for use with hot cutting equipment or angle grinders.

· Ability to layer up underneath for use in cold climates.

· Ease of laundering.

· Not to hold significant amounts of water/ease in drying 'in the field'.

All in line with INSARAG recommendations

· Ability to dress without the need to remove boots.

· High visibility day and night, both for corporate image and safety.

· Robust and hardwearing fabric.

· Lightweight and of reasonably smart appearance.

· Velcro attachments for Union Flag, name, function in team.

Recommendations;

· One-piece 'boiler suit' design, two piece an acceptable option.

· Action back with generous cut on arms, legs and crotch.

· Fabric to be 100% 3111 Proban treated cotton or Nomex Delta C if affordable, Unlined, 100% cotton or cotton mixtures if not.

· Full zip front closure with Velcro storm flap.

· Zipped elbow to wrist.

· Zipped knee to ankle.

· Elasticated ankle.

· Pocket access to underclothes.

· Side pockets and breast pockets with zip closures.

· Colour to be ORANGE, the correct colour code number to be determined as yet.

· Side elastication with 50mm belt loops.

· High visibility 50mm loops of 3M Scotchlite tape on ankles and wrists.

· Brigade Badge on left side of chest. With 'UKFSSART' underneath.

· Velcro strips for name and function within team on right side of chest. Embroided is also acceptable.

· Velcro patch on right arm/shoulder for Union Flag.

· Collar and epaulettes for rank markings. A must following recent debriefs.

· The words 'U.K. FIRE SERVICE SEARCH & RESCUE' embroided/screen printed on back. The words 'UK' and 'SEARCH & RESCUE' to be in bold 4cm high print. 'FIRE SERVICE' to be in bold 2cm high print. All letters in black.

Other Recommendations;

Helmet - Gallet F2, colour light blue
Boots - Outdoor walking type for training exercises etc in this country, choice to be left open. Police type boot for safety/operational incidents, with steel toecaps and steel mid sole. Lightweight boot for hot climates, choice left to individual Brigades.
Waterproofs - For operational incidents/use it is not advisable to use Gore-Tex type waterproofs as they are not robust enough and are expensive. Industrial type 'plastic' waterproofs are recommended as they are more hardwearing and cheap to purchase/replace. Colour to be orange, wording, size and position as per the working rig. Can be purchased through most workwear suppliers. Gore-Tex waterproofs to be used at base camp etc. where such protection is best suited.
Gloves - As per individual Brigades preference.
Travel - It is recommended that travel clothing can either be the one-piece corporate working rig or T - Shirt and trousers. The T - Shirt is recommended to be light blue in colour with the same wording, position and size as per the working rig.
Cost has been an important issue in making these recommendations as not all teams are funded the same. It is for Brigades to determine their own specification based on these recommendations. These should be taken as the minimum, individual Brigades can add to them if they so wish. These recommendations should not be seen as what to purchase now, but what to purchase as and when replacements of current clothing are required. In this way the financial implications are minimised and the corporate image is phased in.
Submitted for consideration by the Steering Group.
