UKFSSART India Earthquake Debrief

1. Command & Control

This should consider command & control protocols between the Home Office [HO] Command Support Centre [CSC] and Local Authority Fire Brigade UKFSSART teams [Team]. In particular:

Protocols used.

Effective command sequence.
Levels of command
RVP for deployment.
Intelligence gathering/specialist advice/health issues.
Resources available.

Items from de-brief:

DCOL needs replacing with a new manual that would contain comprehensive guidance for teams.
The alert from CSC must be backed up by FAX.
The Communications WG recommendations to be implemented.
RVP changes caused problems.
Information on health/climate/weather issues needs to be supplied.
Medical support needs to be investigated.
Intelligence needs to be passed to teams ASAP.
DFID/SART interface for information to be improved.
Some information on likely equipment needs would be useful pre deployment.
Equipment at RVP needs to be consolidated, KFB suggested a standard inventory, to be forwarded to SW.

2. Operational Procedures and Practices on Deployment

This should consider the command & control relationship whilst deployed including CSC, Teams & HO. Those involved should endeavour to identify:

Availability of equipment on deployment, UK based.

Availability of equipment on deployment, area/country of deployment.
Training needs.
Health and Safety issues.
Team support.
Resources available.
Country of deployment
Command and Control

Items from de-brief:

Team Leader/Field Commander training needed.
Better information needed from DFID.
On scene transport needs to better controlled.
Host nation must be pre-warned.
Maps need to be provided.
Command support should include Initial Command Pack.
Flexibility of deployment essential.
UN control needed - lack of scene co-ordination.
Night working can be best - but a curfew was in place.
Radio Comms. Were a problem. There is a need for DFID to look at this problem.
Need to integrate other non-FS teams into ICS.
INSARAG markings, Lancs. Have an aide memoire, to be circulated by SW.
Recce team worked very well and is recommended.
Use of GPS could be useful on site.

3. Post-Deployment

This should consider protocols relating to repatriation of teams and field commanders as experienced by CSC, Teams & Home Office. Areas for discussion should include:

Suitability of equipment.
Future requirements.
Training needs.

PPE needs to be standardized.
Equipment needs to be colour coded.
Equipment WG needs to be progressed ASAP.
Need for standardisation in UK response.
Feasibility of Dogs needs to be progressed.
Team manual needs to be progressed.
Special equipment needs to be known pre-deployment.

4. Communications

Communications needs to be part of ICS, DFID had separate setup.
DFID need to provide portable comms.
Need for PR officer as part of ICS.
Need for an awareness of press intrusion.
Must have satellite phones.
Press/PR to be dealt with by brigades.
 

5. Liaison

All recognised lines of communication throughout the deployment should be reviewed, these may include;

UNDAC/UKFSSART to Home Office/Command Support Centre.

CSC to LAFB's providing UKFSSART Teams.

 

LAFB to Team.

 

CSC to Field Commander.

Field Commander to deployed teams.

Review
 

A complete and thorough examination of all presented information should take place following the debrief. It may be considered necessary to convene a temporary working group consisting of those UKFSSART members who were deployed. This would enable a post-incident report to be formulated and allow any recommendations to be put forward. This should be promulgated to all LAFB's providing Teams, and other relevant organisations.

Medical facilities on scene need to be assessed to deal with serious injury.
Repatriation must be considered and planned for.
Will DFID always have a presence?
How will medevac work?
